Blocked toilet: what to do when the water rises
Stop flushing a toilet whose water level is rising. Protect the area and establish whether the problem also affects other fixtures.

Prevent an overflow
Do not keep flushing to test the blockage. Stop using nearby connected fixtures if they cause backflow. Keep children and belongings away from wastewater and avoid electrical equipment in a wet area.
Local obstruction or downstream blockage?
Paper, a foreign object or accumulated deposits may obstruct the toilet or branch. Gurgling elsewhere or water rising in a shower can indicate a problem further downstream. Tell the plumber whether other floors or flats are affected.
Choose precautions over force
Do not push hard objects into the bowl or force a cable through an unknown bend. Chemicals can create a splash hazard, particularly during later dismantling. Never mix products, and always report what was added.
Prepare an appropriate intervention
The method depends on the suspected obstruction, pipe material and access. It may require suitable mechanical clearing or further inspection. After clearing, flow and connected fixtures should be checked. Repeated blockage warrants investigation of the cause rather than endless emergency flushing.
